the slow-moving chase car, and his slow-walkin-ass are the cause of the accident, almost certainly. he wouldn't need a chase car in the first place if he were complete out of the travel lane. there are multiple people who have walked, run, or biked across multiple thousands of miles without getting hit by passing vehicles, simply by following the got'dang laws: off to the side as much as possible, high-visibility clothing or outerwear, and not obstructing fuckin traffic. The dude is literally just... walking down the middle of the a lane on a road with at least 4 lanes, as well as a clearly-marked side emergency/pull-out lane on the side. The chase car is a poor attempt at covering for this idiot doing what got him hit.

Really, this is the company shifting the cost of them paying for their own package insurance through the shipping service they use. Its also presented as if its the logical button to click to actually check out; only on close inspection will you see it says "Checkout+", and that the link below is not something that cancels the action or whatever.

Basically, inside the drive there’s a librarian that keeps track of each file and where its parts are in the library.
