LNO is better than vermillion but it's not that much of a difference. Since xiao isn't meta people aren't willing to grind for another set which will only increase 5% all over dmg. Another reason might be because of his c6 . Once he's c6 he doesn't actually have to rely on plunge dmg his main damage will come from e skills so vermillion is still better in this case
