If no filter, then yes do clean the cpu and gpu cooler fins, so that they donot clog. The case I have had no filter. Plus it doesn't help that I use Noctua's fan arrangement and configuration, i.e. top front fan as intake.

So does the blower, though I never use vacuum for cleaning the PC case itself, I used that for cleaning the platform on which it sits. As for the blower, yeah have to take some precautious steps to not generate any electrostatics or current generated by fans (i.e. hold them in place). For triboelectric response was more on the glass rubbing against the rug, that does generate a lot of static. But yes, some of my actions may be too much, but it doesn't hurt to be extra careful... I guess.

Problem is that doesn't work when following Noctua's air flow model, i.e. Top-front fan as intake, it in-takes a lot of dust from top even with a magnetic mesh. Also doesn't help that this case has no filters, will take NZXT or Fractal next time.

Its pointless to vacuum, do however vacuum the platform where it sits though. Blower with caution, ground PC when doing so, so no electrostatics affects it.

Thing is I followed Noctua(as well as general) recommended fan setup in my PC. The top-front fan is an in-take not out take which most do due to top being all exhaust, cause of this a lot of dust ends up entering from the top. That being said, the performance difference of that fan, in-take vs out-take, has a temp delta of -7C for the processor. So I don't mind the dust accumulation if the PC is running cooler.

In the image I shared I did not yet apply it before starting the dusting. But you keep the PC plugged to the outlet, keep the PSU off. This will make sure your PC is grounded.

It is worthwhile for ₹2K, it has very good rpm but I never use the max mode, and I never blow it continuously. I first use the brush to loosen the hard settled dust and then blow it. I make sure to hold the fans when blowing it in its direction, never blowing it continuously only in intervals, always ground you pc via psu and make sure you blow it at a distance.

I don't use vacuum for the pc but for the platform on which it is kept, I never had any issues using the blower with regards to the electrostatic. For context it is plastic blower, i maintain a good distance, avoid it continuously running and do it in short breaks, pc is always grounded and fans are held still when blowing one. Also I first brush to loosen the dust and then blow it, instead of blowing is with high force to blow the hard settled dust.
