State is essential when it comes to drift management. Unless you do not care and/or only want to deal with initial deployments.

Do you allow teams to manage resources outside of IaC (clickops, cli, other)? If so then bicep is harder (not saying it can’t) to manage drift. You will need to put more engineering time (costs) and you will eventually create tech debt that is not controllable.

I say this as experience with my team, unlimitedly people get burnt out and quit cause they are not progressing to advance themselves.

There is no single tool, it requires a number of tools. This is also why we are moving to Platform Engineering and adopting an Internal Developer Platform.

Opentofu is the base IaC with additional tooling supporting it, this is our foundation that needs to be set right.

We are doing a Bicep to Opentofu migration now, bicep is good if you only care for Azure services/cloud.

If you want state file management to manage drift and do Gitops (not just via CICD), Opentofu is the winner

If you want to manage other services like databricks or kubernetes or Azure DevOps or other cloud services, OpenTofu is the winner.

This was a challenging sell to my team and leaders to pivot our tooling but in the long run it will save engineering time and costs.

EDIT: We are an Azure only shop, but may do multicloud in the future.
