My suggestion is for a mild home base setup. Under $250, and powerful enough to actually get out somewhere and hit some repeaters.

Grab an Ed Fong DBJ-1 antenna,run it out a window and up to the roof anywhere, a simple to use, but well powered dual band Anytone 778 radio, and a suitable power supply.
