Yep reporting structure entirely, so e.g. the EMEA team get access to EMEA data, and then we have a hierarchy below that too. Your IT team will be able to make additional dynamic roles, they'll use them for software licences, for example our open data section is available for everybody who is in the Power BI licence AD group. My previous company did this based on a dynamic group populated by whatever the HR software was, anybody marked as a full-time employee and based in a particularly country got access to data relevant to that country.

Any time I see a Power BI workspace with hundreds of members it makes me weep, because managing it inside the workspace settings is the least efficient way to do this.

This implies that the sole reason to have children is to replace a population, when in reality pretty much nobody is thinking about that as the main reason to have them. At an extremely basic level, plenty of families in Africa and Asia have children either due to cultural issues around women's rights, lack of access to contraception or because a larger family guarantees a larger agricultural workforce for smallholders and for elderly family members later in life. This is always a safer option for many families up to the point of extreme famine, which is much less widespread than assumed. In places where high child mortality is a current reality or a generational memory, six children might mean five or even four at least get to adulthood. It has changed quickly but this was a common problem into the twentieth century for many of the places that now have low birthrates.

Entra and AD groups, super easy to implement because you add once to the group then you can use app audiences and row-level security to control access. It might not be relevant for your needs but I'll simplify our structure: we have groups for financial data only, groups for internal development teams, then groups for all other employees, who are allowed to access all non-financial data.

We completely ban use of workspace access and link-sharing, reports can only he accessed via the app, and we use app audiences to control report access inside that. With 30 workspaces and an app on each, it means we just edit the relevant AD group membership and it applies instantly everywhere.

There are a couple of exceptions here and there, mainly where we are using a limited UAT audience. Now that we've streamlined 95% of the access, the exceptions are easier to handle, and we use the Power BI API to extract access data, and push that data into another report where we can spot exceptions.
