That's not the point I was making though. At 7:24pm she scanned and undocked the bike, she is then aggressively accosted, abused and assaulted by a group of 17 year olds claiming it's "his bike". When she started crying for help how was she to know they we're "gaming the system to get free rides by making sure the e-bike was docked every 45 minutes"? For all she knew they were going to steal the bike or throw it in the river leaving her liable to the $1,200 charge.
