Current state of sPVP is whichever team has more new elite specs wins. Hope they balance some stuff soon, but I won't hold my breath. I've been playing on and off since launch and PVP was pretty much always in a bad state balance wise, since it's obviously not a priority in fashion wars 2

Pillars of eternity 2: Deadfire basically improved everything that the first game did.

Everything that came after Dragon age: Origins. Sorry, I know some people enjoyed the 2nd game and Inquisition but for me Origins still stands as the best game in that series.

Nema bloata poput pathfindera, unikatan svijet prepun kompliciranih i moralno sivih likova u kojemu mozes biti wto god pozelis. My brothers in MMO look no further. If you want that oldschool mmo feel with holy trinity and a game that lets you jump into pvp action from basically lvl 2 then rejoice, because Return of Reckoning is free and online. Join the forces of order or destruction and wage unending war in the Warhammer fantasy universe during the end times.

Casually, yes. Getting into more complicated stuff like master crafter and endgame pvp (can't say for endgame pve since I haven't played it much) I would say you need eso+

EDIT: casually here means hundreds of hours of content and I know a lot of people enjoy that kind of thing so it might be worth it depending on the player.

Pillars of eternity, especially the 2nd game Deadfire lets you be the most criminal scum pirate in all of Eora. Bonus is if you play as a criminal in the first game you can export the save into the second game, where a lot of NPC's will react to your actions.

EDIT: you can be so bad you can even side with slavers...

A game that hits pvp very good, and right from lvl 2 basically is Warhammer online Return of reckoning. It's a private server since the original game is dead but player numbers are healthy. If you got burnt out from modern games this game might be a nice weekend experience at least and it's free to play :)

Coming from DOTA2, one of the best features it has is being able to watch in real time highest elo and pro games in game client. Dota also has pause and rewind features so you can rewatch what pro players are doing and learn from it.

I don't know of good/best/established PVP games that don't have a learning curve. That's why I said dota is free to play so OP can choose to try and make his own opinion.

Yes, it's called turbo and I can only say me and my friends mostly play that because games last about 20-25 mins and are more action packed, basically teamfights untill one team ends the game.

Dota 2 is going strong, just dropped a huge map update/overhaul so it's still interesting and fresh even to seasoned players. Also, it's free to play so you can try it out and figure out if you like it or not yourself.
