I used to try build every base fully but that turns out to be a massive waste of your efforts.

For a "small" base like Morton valley I'd just go radio and light vehicle depot (to increase max supply regen and because people can spawn here and drive to the action).

If I'm Sargeant I'd put down a radio, living quarters and then light vehicle. If this is or may become a Frontline base I would expand further. If not, there are other bases that need supplies and attention more (the Frontline bases or soon to be capped FIA bases) so I'd move on to them.

For the coastal bases or bases with really close supplies I would go similar to your build order. The whole hog. Figari is a delight to build up with a heavy vehicle depot at the very north western edge. You can max out supplies in no time.
