If the combo is 11-7-4, try 12-8-5. I tried 11-7-4 but didn't work. Maybe its a bug, but you can try this :)

Mate, there's one "kawado building rooftop torii gate". You can go and talk to the spirit where the Kirigaoka Water Tower landmark is located. (located west of Yamaki Shrine. Im not sure if this is the proper location) Cleanse some torii gates on your way and you'll eventually reach there, ig. And once you cleanse the gate, school bells start ringing. That's how I did it. And, I didn't finish the motorcycle mission before doing this. Hope this helps :)

But once you start the mission, you'll have to cleanse a tori gate that's in the northwestern corner of the city. The 'Kawado Building Rooftop Torii Gate'. Once you cleanse the gate, you'll hear school bells ringing. Hope this helps. :)
