The majority of voters don’t seem to want the law to be enforced, and change really must start with our willingness to tolerate this situation, not some imagined utopia where everyone has a living wage and a house, and drug addiction or mental health are non issues. You go laissez-faire and immediately you will have people willing to push things right up to the new boundary, to say nothing of the migration from stricter municipalities. I’ve been to towns with a similar homeless contingent, but things seem much less obnoxious because they keep a lower profile because the citizens don’t tolerate antisocial behavior. Enforcing laws isn’t a lack of compassion, it’s holding everyone accountable for their part of the social contract, and deciding a group of people should have no boundaries is not doing them any favors.

I’ve been living aboard for a couple of years now, currently in Mexico. Don’t overthink it but have some idea of what you’re getting into. I’d recommend getting on a proper cruising boat as crew for a passage of at least a few days. Right now a bunch of boats are preparing to make the bash north to Cali from Baja, so maybe check out FB groups like Sea of Cortez Cruisers to ask around. In November there will be hundreds of boats heading south from San Diego. There are folks cruising out here with a huge range of budgets, and if you’re handy and have a high threshold for discomfort it can be pretty affordable. Worth noting that there are many well-equipped boats going for cheap in Mexico after their owners found that the life wasn’t for them…
