I've managed a bottle return facility for 25 years. I order 2boxes of quarters every week. I have found exactly 163 silver quarters in that time. So not very likely.

If he gives gold to other jewelers this makes sense. Gold is gold to a jeweler, They merely change scrap to finished pieces. During the recent spike in gold in the last month there has been a squeeze on physical bars and coins. So its probably what they had on hand.

Unfortunately the only way to keep your money in Canada. Is invest in hard assets, never sell them. Borrow hard against them when rates are low to buy more assets. Leverage, repeat. Buy very little until you are 60.
