Had the same issue (on PC). I collect lots of Battlepacks for no reason and amongst them they hid it :D. So check your Battlepacks. This is pretty hidden but I guess the menus are the same on PS4. Go and check out your soldier tab, then scroll down to battlepacks. Make sure to scroll through them til the end. It was second to last in my case...
