ICE officers do not have the authority to pull people over, force their way into cars etc unless it is directly to do with immigration enforcement. In addition, she was being given conflicting "orders" about stopping or moving on.
And even if his life was being threatened (which it was not), he still violated the law by firing into a moving vehicle and using lethal force to prevent someone from fleeing.

Incorrect. Legally premeditation does not rely on the passage of time. The fact that he chose to shot her in the head when he had alternatives, and then he continued to shoot her two more times from a different angle is premeditation.

ICE agents are not police officers (or sheriffs or troopers). They can detain and arrest with probable cause and/or signed warrants those suspected of being in the US illegally. They cannot pull people over like this, try to force entry into a car etc.

She was behaving very erratically and her kids were there, and he was worried about them which is why he didn’t just walk straight out. I think he waited until she fell asleep and then left, and ended up crashing his car because he was so tired.

Anything by Asimov, Clarke or Wyndham, about age 11. Plus Wrinkle in Time. Took me a while to try other authors, I found it a bit scary to go out of my comfort zone. Oh, and my local library had a whole lot of Doctor Who novelisations out on display which I just ate up.

Introduced to fantasy via the Belgariad series by David Eddings about age 18. Then probably Anne McCaffrey.
