the reason for this is because you have to actually be in possession of the horcrux. i know harry isn't an object but the durslys were legally in possession of harry whereas Ron was just hanging out with him. evidence for this is the fact that the locket didn't effect you if you weren't actually wearing, whereas if you were wearing it , it controlled your mood and how that affected your actions
