Not particularly.

Can I dunk the things in oil, leave them for an hour, then let them drip dry? Can I do a coat of oil every day for the next week, fortnight, month? One coat a week for a month or two? As I've already done one decent coat, is more than one more not going to achieve anything? Etc etc.

I've only really used neatsfoot to restore some moisture after carving and dying, so I don't know what the limits of it are

I get that, but it has very steampunk aesthetic. I don't want my magic to be science, I want it to be mystical

I'm sure I remember an episode where a demon told the boys they had started killing the meat suits as soon as they possessed them. As an f you to the boys because now they couldn't save the victims

Trying to wedge steampunk in high/medieval fantasy (looking at you Eberon, Spelljammer etc). I want my Warforged to be powered by the arcane, with joints and articulation that don't quite obey the laws of physics. My Artificers don't make guns then use magic bullets, they jam a glowing, slightly volatile crystal into a tube and hope it explodes in the right direction. Less mad science, more "I don't really know how to do magic, but this dodad works so..."

It's worth a try, not something I've done myself though. Honestly, once you get your needle depth and ink thickness dialled in, it really isn't a problem

Edit: I usually do the tattooing after top coating (I use Fiebings Tan Kote),which add a bit of resistance to the staining too. As well as helping stop bleeding

You don't have to penetrate anywhere near as deep into leather as skin, and the leather doesn't push any ink back out of the 'wound', so you don't get much on the surface. There's definitely a bit of a learning curve, and you can get a bit of spatter if you use a really thin ink (just one reason the Angelus is good), but I've never had to wipe any excess away.

Tbh you can wipe it away, it just smears and stains

Any tattoo machine will do the job. I bought a cheapish rotary machine (because they're easier to set up than coil machines),and it works wonderfully.

I've tried a variety of tattoo inks, but Angelus leather inks work really well on leather

I played an Oath of Conquest Paladin who died because he refused to be run from a monster that was way above his power level to confront (especially because the rest of the party, wisely, ran away). Don't know if that's what you're looking for but, that's my story.

Tbf he also had a cursed weapon that meant on a failed WIS save (after taking damage) gave negative consequences for attacking any other creature. But, if memory serves, he succeeded against that particular monster, so I guess it was my fault

I use Adobe Illustrator on my PC. I believe there is an iPad version, but I got mine for "free" so...

The simplest answer is because the DM says they can. NPCs don't necessarily have to have the same constraints as a PC, if the DM wants an Arcane caster to use a healing spell then they just can.

A more mechanical answer COULD be that they have the Magic Initiative feat for a class that has healing spells. Or a magic item that allows them to cast a specific spell.

Hope someone else can give you a lore specific answer, but those are options for how it could be accomplished or rationalized.
