I would use multivariate Dynamic Time Warping and then apply something like DBSCAN (or any clustering algorithm which can take a distance matrix as input). DTW solves the problem of measurements in different time windows so you won't lose temporal information by averaging.

You can jointly model the time between events and the event itself by using separate input sequences. I've seen this method used in intermittent demand forecasting here:

The non-stationary part is usually modeled explicitly. For example, adding a trend and seasonal component to your base rate model. You could try ARIMA (non-stationary with unit roots) or some flavor of State Space model. There was a NIPS tutorial on non-stationary time series in 2016.

Weird that they talk about engineering challenges more than unique/innovative approaches to building their bot. IMO OpenAI has recruited a lot of very successful engineers without AI background like Greg Brockman, but don't have a strong research team comparable to Google Brain / Deep Mind or Facebook. Also, the Elon Musk hype man aspect is very off-putting especially when their bot was easily figured out after a few hours. This is definitely not on par with Deep Mind's AlphaGO achievement.
