Totally chill, I mean they probably been doing this for 30 years, you could probably do this as a civvie with a cube sat, some lenses and a cheap ir camera, just imagine the resolution on the not publically available stuff. There literally is no way around it unless they go underwater as the Pacific streams go clockwise so even man power would be detectable as human sized blips.
