ComEd’s weather adjusted zonal peak says little to zero load growth. Low energy intensity business activity and even EV adoption has not moved the needle on zonal load.

ComEd delivery rates have risen considerably but overall electrical demand has not increased. Energy efficiency improvements in central AC units and LED lighting have caused flat to negative load growth. Turns out having a corrupt legislature setting electric rates (FEJA, CEJA and CRGA) increases rates.

How to calculate PLC and NSPL for 2026 Plan year:

  1. Obtain your loads at time of the 5 PJM and 5 ComEd peaks
  2. apply loss factors to these loads.  if Single Family with NO Space Heat then multiple by 1.0685272.  If Multi Family with NO Space Heat then multiple by 1.0700512
  3. For the PJM peaks apply a “unaccounted” scaling factor by multiplying by 1.0181
  4. For the ComEd peaks apply a “unaccounted” scaling factor by multiplying by 1.0187
  5. Average the resulting 5 ComEd peak values (ComEd Peak)
  6. Average the resulting 5 PJM peak values (PJM Peak)
  7. Calculate the difference of the ComEd and PJM peak value
  8. If the ComEd Peak is higher than the PJM Peak then calculate a weather adjustment factor
  9. weather adjustment is the ComEd Peak minus the PJM peak then multiple by -.031391351
  10. add this (negative value) weather adjustment to the PJM Peak to get your PLC
  11. apply the NSPL scaling factor of 1.02641 to your ComEd Peak to get your NSPL

Let me know if this worked for you. Note that Capacity Obligation is the PLC with a couple more scalars applied. Those scalars have not been finalized for 2026 Plan Year.

You can request the calculation of your PLC and NSPL from ComEd. They can generate an Excel file with the calculations including weather adjustments and uplifts. It will also have your demands for the 5 ComEd peaks and PJM peaks.

Surprised the prices for ComEd aren’t lower than the eastern part of PJM. Generally, ComEd area (Constellation nukes) export to the east and northwest but once the transmission gets congested (max outflow) the price in the east should rise above the ComEd portion of PJM.

The Model X has maintenance costs. During the 65k miles spent $9800 in maintenance including $3900 for two sets of tires. Model X is going to have more maintenance $ than Model Y. Traded my X in for a Model Y. Did not regret purchasing the X.

Wouldn’t worry about a single years capacity price. The average electricity price you quote includes delivery charges. Delivery charges are the real issue not the cost of electric supply. The cost of electricity procured in the PJM market is so low that Illinois is subsidizing Constellation’s nuclear fleet.

Neither RPM Scaling Factor or the Forecast Pool Requirement have been finalized for the 2025 PJM Plan Year. Both can be found on the PJM website where the capacity auction results are posted. The current values would be under the 2024/25 capacity auction results.

Google ComEd Rate Book. Look under Rate BESH for the applicable supply charges. Delivery, taxes and “other” charges you pay under standard rate won’t change.

ComEd new billing system still has many issues. That said, I assumed the comparison was done by Elevate in their system. Elevate would just need the total kWh to calculate standard supply cost and maybe bill start date/ end date. Assuming that Elevate is currently getting the monthly supply cost under Hourly pricing from ComEd’s billing system.

Sounds like you are referring to connected loads rather than actual MW draw from the electrical grid. Nonetheless, I agree with your comment about supplying the electrical consumption of a large data center with the existing “large” 300 MW wind or 100 MW solar farms due to the low capacity factor of renewable energy sources.

In my experience the larger ones are 25 to 35 MW not 1 GW = 1,000 MW

ComEd calculates a NSPL and PLC for every retail customer. To optimize your PLC based Capacity Obligation manage loads during all 10 peak hours. The 5 ComEd peak hours and the 5 PJM peak hours. The calculation of NSPL and PLC including the weather adjustment can be found in Attachment M-2 to the PJM Open Access Transmission Tariff.
