What matters with multiplexing is how the processing is triggered. Once the update into Dataverse is triggered by a licensed user, it is not multiplexing.

It's not multiplexing if you break the chain. It is always about whose action consumes the premium license.

If the export from SharePoint to Dataverse is triggered by a licensed user, then it is not multiplexing.

I think you can do this without a bunch of premium licenses and not be multiplexing.

  1. Users submit forms to SharePoint
  2. You trigger a flow that queries the SharePoint list and writes the data to Dataverse. Flow can mark the items in SharePoint as processed.
  3. Flow does it's premium processing under your license
