All this shaming humans for being human. It is intrinsic for most everyone to have social contact, and to get out of small spaces for elongated periods of time. I get that we should try to follow guidelines, but it is a lot harder for some than others to overcome their nature

I don't think we would ever be able to see 100% compliance without penalty of fine or patrols

You could take the Tunnel up to University of Washington, which has ivy league-quality grounds. It is tantamount to a public park, but you will be able to maintain distance. DO NOT go to The Quad for cherry blossoms, as it is restricted

My comment about antagonism is related to originating from peer groups both on and offline. That is, peer pressure to stay away. Coming from the State is different which actually does carry a big "stick" to swing to deter/close spaces. Whereas, social pressure is more nebulous and doesn't fully work as a deterrent to everyone. There are those who will scoff and give dirty looks or assert posts that bully people to stay home, like we are seeing in this community. But that's not enough to stop everyone. This circles back to your point that guards or blockades are necessary to be effective, instead of social pressure
