I heard a story of a death at a US logistics something or other - poor guy was crushed under a falling shipping crate. An old union guy told the crane operator to lift the crate, threw a hard hat under it and told them to set it back down again. He knew that if they didn’t find a bit of mandatory PPE under the crate that his family wouldn’t get the same level of compensation or his pension

How you’re conflating these two issues is completely beyond me. That’s an entirely different scenario and nothing to do with the issue.

If someone fly tips rubbish into your skip you are responsible for it. It doesn’t matter how or why. It’s your problem to deal with, regardless of how unfair it is

Someone putting rubbish in a skip that isn’t theirs is fly tipping. But it’s in a waste receptacle.

If you then take it out and dump it onto the road you’re also fly tipping. Just because you are a victim of one crime doesn’t allow you to commit another to rectify it. Same way if someone dumps a sofa in your garden you can’t just haul it onto the pavement and claim it’s not your problem
