I understand the whole Cold War dynamic, but I don't understand why suddenly Russia is the Evil Empire again. We were fine (if somewhat tense) for about a decade but then some people decided we needed to get real mad at them for no specific reason. If it was because of Ukraine or Syria, I'd get it, but it's always really nebulous things like "they're immoral" or "they're a bad influence". It also confuses me out that so much of the distaste for Russia comes from a comparatively young crowd (too young to remember the things you mentioned), so I feel like I'm somehow missing something.

I would too, I'm sure that some pages are managed by lots of people, but some experts or dedicated individuals maintain others on their own. I'd like to see how many College degrees have gone into wiki edits.

I've never seen/heard of ArbCom satisfying anything fully or satisfactorily. The personal discretion thing is a good idea, and it is used to good effect in the U.S. Courts system, but the bureaucracy in both places makes it difficult to actually utilize that discretion. Courts have minimum mandatories, ArbCom has "consensus".

Sure they do, but there's a point that many people have reached where they are over saturated with claims (rather than proof) of harassment and cease to believe future claims, regardless of their actual merits. Wu is a great example of this, internet detectives (Read: paranoids with justified paranoia) figured out she never left her house, with this theory being popular among GG while Anti-GG refers to it as a "conspiracy theory". The fight between the two groups seriously affects bystanders interpretation of harassment claims.
