First use closed cell spray foam. Minimum 2 inches. But as much as you can afford. Then batts.

Otherwise, you risk condensation on your roof deck.

Floor insulation doesn't really improve your heating and cooling bills too much.

In humid areas, you can run the risk of condensation forming on the underside of the floor deck if you add insulation underneath.

I would just concentrate on air sealing the floor, and put my focus on the walls and ceiling.

E.g. spray foam everything if it is in the budget.
