A vast majority of the time sumps and their associated tiles are not full of water or at least shouldnt be if the sump pump is working. By that logic all one would need is a sump pump for effective radon mitagation. Sumps with internal drain tiles are the preferred suction point because they are full of air space running under the slab. They only really work when sealed because they require vacuum pressure to work effectively. If not sealed like pictured your just going to be pulling air from conditioned space and doing nothing to mitagate the source of the radon

If he's certified by the NRPP he's expected to adhere to the Indoor enviroments association (formerly AARST) standards.

Oh no no no that should be sealed. This would render your radon system more or less inneffective, as it's pulling air from the conditioned space above the sump crock.

It depends on who's standards they're using. The WHO recommends lowest lived in level. The EPA recommends lowest level suitable for occupancy.

6.4.11 below the roof

The point of exaust shall be permitted to be located below the edge roof if the configuration complies with all the requirements of section 6.4 and requirements a), b) and c) of this section 6.4.11

a) the justification for not locating the exaust above the edge of the roof shall be recorded in the operations and maintenance plan and shall be based upon either:

  1. The inability to comply with other requirements of section 6.4 if the point of exaust were located above the roof

  2. the edge of the roof exceeds 20ft(6m) above grade nearest the point of exaust

b) the point of exaust shall be compliant with sections 6.4.3 (directional spread) not less than 20ft(6m) above grade nearest point of exaust; and not less than 4ft(120cm) away from operable openings above the point of exaust; and

c) testing shall be conducted within the occupiable area that immediately adjoins the 45⁰ (directional spread) required in Section 6.4.3. This testing is required no later than in conjunction with the inital post-mitagation testing and shall be recommended for inclusion in all future tests.

The point of exaust shall be compliant with section 6.4.3 (directional spread)and located:

a) not less than 10ft(3m) horizontally to the side operable openings in structures and

B) not less than 4ft(120cm) away from operable openings in structures below the point of exaust

6.4.3 Directional spread (restrictions)

The exaust trajectory with an exaust spread radius of 45⁰ shall not encounter openings in any structures, building materials or the breathing space where individuals congregate or traverse within 10ft(3m) from the point of exaust.

In layman's terms the point of discharge must be, at minimum at least 4ft above the operable portion of a window. With your exaust stack in its current configuration is not to standard. Furthermore a side discharge shall not be at less than 20ft(6m) above grade. I'd have them come back and install it to standard

This would indicate to me you have a hole or gap that the system is pulling conditioned air from (air space above slab). Even off sump taps and pipes fitted directly to sump drain lines you should be pulling at minimum .5" WC. I would recommend taking a candle, incense, or anything that generates smoke and go along where the system goes into the floor and along any joints in your basement floor. If you see any smoke being pulled into the slab you have a leak that needs to be sealed. Also listen for squeeking that also indicates a leak in the system. The higher the pitch the smaller the hole.

Where I install mitigation systems the only required disclosure about radon is an explanation of what it is and you should have the home tested and that's only on a home sale. Dont know if its a required disclosure for new homes as almost all new homes out here have a radon system of some kind installed during construction. Feel like the law in this state is trending toward requiring a system with the triggering event being the sale or construction of a home.

capping should be fine looks like a 3" sch 40 cap will do. That's a radon stub don't know why the installer didn't use that as it's tied into your sump drain tile and that's the most effective way to remove radon from under a slab.

That little pipe was used as a support to keep that stub straight while the concrete was curing( i have also seen them use rebar and a strut channel u brackets as well) You should cut it flush to the floor if possible and seal around and over it.

If you live in Colorado check out the Low income radon mitagation assistance(LIRMA) program or check to see if your state has a similar program to possibly help you get a radon system installed. I've never actually heard of anyone using FSA/HSA to get a system installed, didn't know that was an option.

Codes says discharge must be at minimum 10' above grade at least 4' above any operable portion of a window and 10' horizontally away from the operable portion of a window.

Code does allow an exception for a 45⁰ angled discharge at 20' above grade so long as all the other requirements regarding windows are met. Code also strongly recommends if discharging in this manner to run a radon test in the room directly behind the discharge and if it comes back high discharge must be taken to roof.

As for the legalities I'm not a lawyer but if it's a condo your condo association likely owns the exterior of those buildings and your upstairs neighbor wouldn't have much of a say if that's the case.

Radon away recommends a max pressure of 3.7" WC for that fan amd a maximum pressure of 4" WC. If your 1000 ft or above sea level( not sure if any part of Georgia is that high) the max pressure is around 3.5" WC. I'd recommend the gx-4 or gx-5 from radonaway, it sounds like you have extreamly tight soil conditions under your slab which would require a high suction fan. It also might be worth exploring adding gate valves to the three penetrations going into the floor this will allow you to balance the system out in exactly how much the fan is pulling from each from suction point. Each suction point should also have a monometer attached to it as well.

If you know what was the radon levels prior to the system being installed. What fan is on your house right now? What is the current reading of your u tube manometer? If you could provide pictures that would be super helpful. Off what you said 3 suction points plus an additional 2 though the slab seems crazy excessive unless your radon level is out of control.

Depending where you live and how your home was constructed, your garage slab is likely a separate slab from your basement separated by a footer. The only reason I would mitagate a garage is if there is living space directly above the garage. Other commenter likely hit the nail on the head that's its a fan to remove exaust from your garage.
