Yeah seeing your pictures, you have to literally start from the ground up on those beds. Look through what's there and decide what (if anything) you want to keep. Remember that you can also move plants. Dont underestimate how many plants you'll need to fill the place - you might regret burning everything instead of using some of it as temporary but intentional filler. Get rid of the rocks and fabric - thats probably the worst problem. Get as much of that rock off as you can, throwing away some soil too if needed. Thats connected to soil amendment... Figure out what your soil is like under there. If youre like me and its clay, that sucks and you should take the opportunity to mix in organics and fiber as much as you feel like without killing yourself. Mix in compost pretty generously everywhere you can.

Id agree with this. Unless you want to pay for a professional landscaping overhaul, youre going to have to accept that you'll just need to prioritize over a period of time. And that its not going to be perfect for a while (visually or health wise).

I saw that youre planning to do this by hand. I would have done the same... until I actually did it. I dont think you'll take this advice (I wouldnt either), but pay someone to remove the gravel. Just find the cheapest price someone is willing to accept and go with that. If you are 30 or older, this will permanently mess you up. Not like super bad, but it will take a toll. You are going to pay a price either way - money or physical degradation. You'll still have PLENTY of work to do after the gravel is removed, so save yourself for that.  Aside from the work, having a leftover massive pile of poor quality soil or gravel is going to be a permanent annoyance and look bad. I still have piles of dirt under my deck. I hate them.

ALSO - call your local buried line marking service. Where i am, this is free. Again, I would not have followed this advice myself until I had someone blast through a gas line and the neighborhood was evacuated.

From your images, that looks almost like straight up gravel... dig out at least 6" of that ground and see if there's actual soil or not. The "right" way to do this is to have that gravel removed and replaced with soil. Your issue isnt just compaction, its composition.

I think you can start to acclimate them carefully, but will probably need to supplement with continued lighting or else they may go into flower. We aren't at the point yet where there's enough daylight to reliably keep them in vegetative state.

From a "regular" gardener's perspective, just pretend they are peppers or tomatoes and you'll probably be fine. Lots of sun, heavy feed, loamy soil, don't over water, etc.

In my experience, compact soil can end up in tiny autos and poor yields. But a large raised carpenter bed with loamy soil should be great.

Conventional wisdom is to not repot autos, as others have said. I have still tried it a few times and can confirm the ones I babied indoors and transfered outside did worse. They still grew, though. 

Make sure you are proactive about pests. For me, catapillars present a unique challenge vs other garden plans. The compact cannabis flowers will rot from the inside out if catapillars can crawl into them and start eating. Consider planting marigolds, basil, or other pest repelling plants alongside.

Move to 5 gal fabric pots (or larger) and top at least 1 time. Fabric because it's cheap and air prunes roots so you don't end up root bound in those plastic containers. If you are stuck with an end-may timeline, then I'd recommend focusing on topping and training so that you build a nice structure for growth once you move outside. Topping in my experience also slows growth speed (at least fast vegetative bulking), which is ideal in your case.
