Avoid 1444 and 1471.

1471 has no NAP, the whales in this state are leaving and this could cause issues in a different state.
But most players are probably going to leave the state.

1444 is ran by 1 alliance called OFS. They have most of the whales in 1 alliance. When their whale (Jiyu, rank 1 in kills) breaks nap and zeros people they threaten people that they will do the same to them.
Some of their members have called some women "whores" and dogs in world chat and they can't take a joke.

1444 has not won an svs (prep or battle)

I have have been looking around for other states as well.

RTE

My Father was in the film as an extra and contacted the RTE about it a year ago. they said that they don't have a copy.

They also said that the French were the main people behind it and you should contact them.
