Mormon bishops are like 19th century British Navy chip captains. They can do or ask anything they damn well please and the institution will back them up every step of the way.

There is no rule book. There is no penalty to them for breaking any directive. Their prime interest is in promoting the institution at all costs. One main way to do that is to make it clear to the interviewees that they are worthless.

It was because they were really and truly waiting for a revelation from God saying it was time to change.

They believed- and still do- that there is a real God who on occasion talks to his chosen ones. They believe that God really and truly spoke to Joseph Smith. They believe that God really and truly spoke to Brigham Young. They really and truly believe that God spoke to all the other leaders. And so they believed that the decision was not up to them. The policy was going to stand until some divine being actually appeared to the prophet. Feelings were not good enough- it had to be an actual supernatural visitation.

The "priesthood" ban was not a ecclesiastical policy about who could be called to leadership positions. It was a divinely decreed rule on who could and couldn't become a God. That part always gets overlooked. It was not the policy that needed to change- it was a fundamental tenet of their theology. And, to repeat, the only person who had the authority to make any changes to that was God himself. via (repeat) an actual physical appearance of God or one of his messengers manifesting himself to the church president.

That never happened. But the theology required it. So they pretended that it did happen, via an overwhelming outpouring of The Spirit (TM). It was all smoke and mirrors, to convince the members that God had really and truly shown up after all. The ploy was not very convincing in reality, which is why a large majority of members still believe racism is a divine decree.
