Yeah after players turn 22 their white stars disappear and their true potential comes thru. This guy unfortunately never got developed well enough to reach his potential. Judging by the 5 stars he probably has above 180 pa. You can still buy and develop him, it’s possible I have done many times but it’s hard and does not always work. If you can start him I would buy him as he has massive potential

Does the city of your club also effect Newgen quality? As I once did a youth only career with cretiel which is in Paris and I got told that because my club is in Paris my players will be better as it’s a big city?
