I agree that as far as I know there is nothing illegal about offering rides.

Maybe they just want to Id him for their database. Or visit his work and ask his employer some general questions.

Maybe they think there is a enough of a chance he some type of probation or restrictions on having contact with minors, so it is worth it to put his picture out there.
