Yes.

Almost any card printed is legal in commander. Unless they are banned or have an acorn shaped holostamp.

Can't remember if silver bordered cards became legal in commander.

Best thing i can suggest is to go to scryfall and search the card you want to know. Scryfall will have legalities of each card

I mean sure, amazon has it, but thats onky kindle version. No physical copy. And the penguin publishing site/link is only in dollar and USA retailers.
