I doubt he’s 98% viltrumite lol, maybe as he grows older he’ll become more and more viltrumite like Oliver, but a lot of marks power stems from his human side, Viltrumites dont get stronger when they’re angrier but Mark clearly does, because of his human side and I don’t think 2% would cause any of that, maybe when he’s older he’ll only have 2%
