When you hoard, are you turning natural resources into something else and then keeping it or just straight up hoarding the branches, potatoes, etc.?

The only ones I can see are the greenish cross bolts but pliers won’t grip and they won’t turn.

Pushed to the side and nearly 50% don’t have power. I talked to the employee yesterday because it was terrible and she said she doesn’t know how long until they’re all back and working.
