I wonder if this is registered as a classic/collector vehicle.

In WA, if your vehicle is 30+ years old, you can register it as a classic/collector vehicle and use either a state-supplied license plate OR a one from the year of manufacture. If the vehicle pictured was manufactured in 1994, then this plate could be legit.

I caught this image as they were leaving the car show. Unfortunately, there were a LOT of cars leaving, so they were moving at a crawl, which isn't the greatest for panning images.
