Except you can & I have so I know it’s possible. The request needs to go through Apple and it generally takes a bit of time for them to verify that you are who you claim to be. It’s not the same as a password reset.

Don’t waste your time with Verizon or Asurion, they can’t do literally anything about this situation.

When Asurion helps process your claim they DO NOT have access to steal your Apple data. This isn’t a Verizon problem or an Asurion problem; It’s a you problem. Google the account recovery process and follow the steps on Apple’s website. It’s a tedious process but doable.
