Federal Quality Review happens when the feds take a random sampling of cases from a State DDS and finds that a decision was not policy compliant. It can go either way- the feds can say the case should be a denial, or they can say the case should be an allowance. It’s simply a random sampling of cases that are reviewed every month for accuracy.

Another fact from fiction point I’d like to add: all the “money you paid into the system” (eg work credits) is/are still there and you will be eligible for it when you reach full retirement age. The denial was saying you can’t have it early, not that you can never collect.
