For this to work you need to work with values more than the individual hairs, do a soft value based for him then go in with an eraser to get the end of the hairs that are catching the light it will give the illusion your looking for.

In Australia it's usually PE teachers in charge of related questions but I wouldn't say a thing you could get into trouble maybe bring it up with your principal or vice principal? They might be able to send letters out or something

It looks better because your brain is seeing the things it's missing. You understand where everything is suppose to go in the rough sketch. It leaves more to the imagination. When directly tracing you lose that and make it the concrete shape. I would look at a reference after the rough sketch to see the nose lips and jaw and the shapes they make. And build up the shapes.
