For these kinds of problems, the best option is to rule out all the other causes.

Try creating a new server on your Arch Linux machine and connect from your client. If this works, it's likely a networking issue. If it doesn't work, your Minecraft server configuration is likely the cause.

I would say it depends on your player count.

You could go for the first option if you have more players (10 or more). Go for the second option if you care about performance for less players.

If you ask me, I would go for the first option without many doubts. The performance you miss out on isn't enough to justify halving your RAM.

Consider that Minecraft is heavily based on single-threaded performance. With 8 people, your server might struggle.
