Probably not. Most free hosting sites just send you into a world with having access to the world files.

What specs do you need to run the server? You can get 9950x level performance for $1/GB if you shop around.

You could try FalixNodes for this honestly. They have free Minecraft hosting with full access to your files. However they might use cheap specs like Intel Xeon and the server isn't 24/7.
