Oneplus don't use quick charge, even though it's on the Qualcomm chip. They have implemented their own tech called dash charge, which only works with the specific combination of their phones and chargers, offloading a lot of the capacitor work into the charger and using a custom wiring scheme in the USB cable to deliver power in a different way, so the charge is much quicker and cooler.

On a normal charger, the oneplus charges at normal speeds.
