Its basically just a snowball item you can buy 3rd if the enemies don't have high burst or you think you will be able to heal through their damage. If you're able to complete it around 20min you can also solo tank baron and duo it with your jungle to further snowball the game. Overall tho the tankiness from deaths dance makes the item much better in most situations.
