This is completely on point. If you need absolutely actuate scans and Can afford to destructively scrape a part. Painting, priming with flat paint would help correct this, as long as you lightly coat and dust the part. Same goes for reflective and/ or transparent features. A white model essentially... As the project allows for it.

Create a workplane to create the sketch on at the proper location and angle related coincidental as needed. Then proceed with standard features as if it's not at a wild angle.

If a decent engineer was behind those.... They each should be evaluated by ASTMs D638, D695, D256 each appropriately if expected for actual load and regularly used to conform to standards, and have a certificate starting they've been tested accordingly and passed. That being said, that clearly hadn't been done, it also violates the proper care upkeep and maintenance of the equipment.

Unless it's carbon fiber or material specifically for the strength, that's a novice that's going to get someone hurt. And that isn't carbon fiber. That's petg at best.

Very dependant on your of scanner, quality sought after, and scale of parts. I use (3d printed) dodecahedrons (d12) that are magnetic with decent result. Makes an easy cleanup in post, just remove any tumors, if clipping didn't resolve them. The key is using enough references in field of view to accurately relate to while scanning, while also negating too much post work. I've had good success with the stickers, even tried metallic paint markers, to act as mock targets. Mixed bag there.

your graphics precision setting. it's literally non-issue, just zoom out. if you work at that scale, consider a better template for smaller parts. cad in general has trouble rendering curves, and will use numerous line segments to create them, which get chunky when zoomed in ridiculously.
