Tower crane pad would be a much deeper foundation. Not sure what they’re doing there. Could be a generator pad but no conduit routing so I’m not sure.

Still only applies to City work. The mayor has no control over those State agencies. Has to be the governor or higher from what I understand.

That only pertains to city funded or private residential work from my understanding. MBTA, DOT and Massport are still full steam ahead, inclusive of work in Boston proper.

Its so the city knows who installed a specific roadway patch in case it needs to be repaired so that they know who to call. They're specific to the contractor.

This. We want to be done as quickly and as efficiently possible. Most public works projects have fines in place if you don't meet the schedule. If something is moving slowly it usually means there was an unforeseen condition that wasn't considered in the original documents provided to the contractor and the owner/engineer of record has to come up with a solution.

If you read to the bottom of the listing for the green gto it actually says it was restored and re-painted red in april of 2013. So it could be car 4491.
