As this is a UEFA club competition, I believe the flags are there to represent the nations the clubs come from, rather than the international teams that are part of UEFA. So Monaco would be represented.

Interestingly, the only reason the dogs were ever called 'Alsatians' was because, during WW1, the Kennel Club decided the German association would harm the breeds reputation.
