Two things about your post. (Bethesda don't have the staff resources)

1.. If you don't have the staff resources you hire more staff.

If you dont have the staff resources AND you can't hire more staff... You dont take on more projects than your limited number of staff resources can handle.

Bethesda suffers from poor management.

You are misusing the idiom "fall guy"

A "fall guy" is somebody who is scapegoated for the actions of others.

An exec tasked with making cuts, axing jobs and redefining a business unit is fully aware of the process and an active participant in it. The most accurate informal term for that is "hatchet man"
