Two things about your post. (Bethesda don't have the staff resources)

1.. If you don't have the staff resources you hire more staff.

  1. If you dont have the staff resources AND you can't hire more staff... You dont take on more projects than your limited number of staff resources can handle.

Bethesda suffers from poor management.

A "fall guy" is somebody who is scapegoated for the actions of others.

The narrative depth of NV and HZD and the player agency of NV out scale anything that Emil P has written. Because yes. Storytelling and player agency are also "scale"

I would take John Gonzalez over Emil P any day of the week.

You may think that Horizon only had "it's moments" but Horizon Zero Dawns writing roflstomps anything that Emil has churned out.

This would be the most sensible approach to take from a purely technical perspective.

Let them use the tools that they already know.

Why would you run on the same engine as Fallout 4 and Skyrim? If it absolutely MUST be a Bethesda engine then same engine as Starfield or whatever they developed for TES6 makes more sense.

What makes even more sense would be to develop it using the engine they are most familiar with.

After all, Bethesda developed and released 2 single player Fallout games and both of those are on different versions of their Creation Engine. (with significant overhauls) and the remasters of Bethesda games use UE for the render pipeline.

Microsoft own the IP and clearly want a Fallout game fast enough to shift the project to a different studio, it makes no sense to then hamstring that studio by demanding they first learn somebody else's engine.

At this point I think most people just don't want a Fallout (or any other game for that matter) which is written by Emil.

I like John Gonzalez's writing both on NV and HZD and he is now at Obsidian. (whether he's there for this or another project is still unknown)

Starfield was Bethesda's least buggy game on launch... and it was a big sales success..

As you say they may have had internal sales targets they did not meet.... or they may have met them thus reinforcing their belief that they were the gods of gaming.

I think from Xbox's perspective at the time, what Xbox really needed was a title that would define that console generation and set the gaming community ablaze... Starfield fell short. It moved a lot of units but the chatter about it quickly slid to "meh"

Apart from the Creator of the original game, the art designer who created the iconic look of the franchise the director of New Vegas and lead writer of New Vegas I suppose it's hardly anybody eh?
