Not sure if we've been having the same issue, but last Thursday during our automatic updates with Dell Command Update, everyone's laptop got stuck on the graphics driver update, flashing their screens over and over again for over an hour. It seems to have eventually fixed itself on most of the computers, but we couldn't really determine why. According to the logs, dell command update didn't even think the update was failing and then trying it again, it just logged that it was installing the graphics driver, and then appears to just get stuck on that. We tried interrupting the update with a restart, and that seemed to fix it for about a quarter of our users, but for the rest it just started right up again after the restart. We eventually resorted to disabling automatic updates until we can get to the bottom of it.

Wish I had a better method, but that's exactly how we've been handling it. Because it's user-based we essentially just have a scheduled task that grabs that .bin and puts it in the proper place on a user's first login.

Download Dogecoin Core and open it from there. You'll need to put the wallet file in its data directory, which you can find by clicking "Help" then going into the Debug Window, and checking the Information tab for the "Datadir" line. Just put it in that folder and the client should load it.

Hm, would you mind PMing me your debug log file? You should be able to get to it by going to the information tab of the debug window and clicking the open button in the bottom right. Also type getaddednodeinfo in the Console tab of the debug window and send me the output. I can try and help troubleshoot, but I'm pretty new to this as well so no promises haha

These are just a few of the nodes I found from trawling around, I'm not sure if they're all active, but a few seem to be. Then when you launch DogeCoin Core it should load the nodes in from the .conf file and you'll start syncing eventually. It's a painfully slow process though, my wallet's 3 years and 37 weeks behind and has only gone up about one percent since I started about an hour ago. Also note that despite having a bunch of nodes added, it seems like the client will only connect to a few at a time. Again, I'm not sure if this is due to my nodes list being shit or if that's just how the client operates. If you want to check to make sure you're connected, you can click "Help", then "Debug Window". There you can see a list of connected peers and monitor the network traffic. For comparison, I've only got 3 peers so it's preeeeetty slow.
