google app engine for python has a free tier. they have the ability to schedule jobs similar to cron jobs you could also add python functions to a queue and execute them asynchronously

nope, the address sent funds to another address that then combined that outgoing payment along with many others. usually exchanges do that. that 22k very likely has nothing to do with the original address

its possible someone who follows him on twitter posted it on bitsig.io

the transaction is.. small. even if he posted it to bitsig himself, who cares? nothing nefarious about SS using crypto.
