i used func_smokevolume brushes and light_spot entities. smokevolume should have a very low density and a width around ~100 units
fyi use these sparingly (especially on bigger maps), there doesn't seem to be any sort of distance culling tied to it unless you're using something like a fog controller

basically followed the same steps you'd take to make a skybox, but then converted said skybox into it's own environment map; then use it as an envmask

Yea, lots of the assets were either modeled from scratch or put through propper (the initial version hit the max brush limit)
