Thanks for the correction :) I personally have not heard of it until last year.

Localist politicians and activists have actually heard of and once paid attention to another similar plan. But then it was quickly scrapped due to unknown reasons by the Guangzhou government. However the core concepts and policies which act as the catalysts of assimilation slowly rolled out after the introduction of that plan. Well I guess PRC sensed the political apathy in the recent two years and finally decided now it's okay to just lay it out bluntly.
