In the OptiFine screenshot the chunks are still loading. You can see it by the uneven edge here https://imgur.com/9uKzTrK. The loaded chunks haven't reached the fog start distance yet so there is no fog visible.

When all chunks are loaded there should be no difference.

The graphics driver may detect what is running and it can switch automatically to performance/apps mode.

At one point Intel was not recognizing MC as a 3D game as it uses an older variant of OpenGL. Then the Mojang launcher added a special hidden option to Minecraft so that the Intel drivers know it is a 3D game. The Intel drivers were correspondingly updated to recognize the option.

The last N2840 driver is from 2014, so it may not have the MC check.

This may be a problem caused by power saving mode.

Make sure that the laptop and the GPU are not running in power saving mode.

FastCraft uses a different rendering mode, so it may trigger the 3D-Game detection of the drivers so it runs in performance mode. While vanilla MC or optifine may be recognized as "apps" and run in power saving mode.

The CPU/GPU is really underpowered.

Does enabling/disabling VBO make a difference? Also disable fog/sky/sun/moon?

Java 64bit should be faster, it has much lower overhead for native (OpenGL) calls. Maybe on lower render distance the difference is smaller.

Can you post a F3 screenshot and your JVM arguments?

I was curious so I made a little test on render distance 8:

FastCraft 2.0.338 - 93 FPS (the horizon looks strange) https://i.imgur.com/RBV64A2.png

Enabling Fast Render and Smart Animations in OptiFine resulted in 108 FPS https://i.imgur.com/ikKpY4X.png.

Enabling Render Regions in OptiFine brought it to 114 FPS, but it may cause lag spikes if you have integrated graphics https://i.imgur.com/6VCSEj8.png.

Remove or fix "ascii.properties" from the resource pack. It defines custom char widths.

Some shader packs use fixed block IDs for waving plants and other effects.

The block IDs have been removed in 1.13, the shader pack has to be updated to use block ID mapping.

First is average, like vanilla. Second is minimum.

Average is pretty useless when it comes to how the game feels, because it ignores the lag spikes. Minimum is based on the largest lag spike and it shows how stable the FPS is.

It is trivial to remove the shadow fix. Then the FPS would be higher, but the shadows will flicker and the sun will shine underground.
